1/3 cup butter
2/3 cup sugar
1 teaspoon baking powder
1/4 teaspoon baking soda
2 eggs
2 1/4 cups all-purpose flour
3/4 cups candied orange peel
Finely shredded peel of 2 oranges
1 tablespoon Grand Marnier
2 cups semi-sweet chocolate chips, melted

Beat butter until soft, add sugar, baking powder, baking soda and mix well before adding the rest of the ingredients (not the chocolate). Knead the dough until smooth.
Shape dough into logs about 2-1/2 inches wide and flatten slightly. Place logs onto buttered cookie sheet. Bake in a 375 degree oven for about 20 to 25 minutes. Cool for about 30 minutes.
Carefully transfer the logs onto a cutting board. Cut each log into 1/2-inch-thick slices with a sharp knife. Place the slices onto an ungreased cookie sheet and bake in a 325-degree oven for 8 to 10 minutes. Turn the biscotti over and bake another 8 to 10 minutes until crisp and lightly brown.
Once the cookies are cold, dip the bottom third into melted chocolate. Allow to cool thoroughly.
