1 pound ground beef or turkey
1/2 cup chopped onion
1/2 cup chopped green pepper
2 teaspoons ground cumin
2 teaspoons chili powder
1/2 teaspoon garlic powder
1/2 teaspoon pepper
2 cups tomato juice
2 cups water
1-1/2 cups uncooked elbow macaroni

Brown meat, onion and green pepper in a large skillet. Drain fat. Stir in remaining ingredients. Heat to boiling, stirring occasionally. Reduce heat; cover and simmer 15 to 20 minutes, stirring occasionally.
